Dragon Centre opened in 1994 and is located in the heart of Sham Shui Po district.  Actually Dragon Center is has a unified and mature management system. General merchants also need to abide by the use agreement of the public space of the shopping mall. However, the shopping mall provides a lot of freedom for the interior design and use of the shops themselves. The operation of the Apple Shopping Mall on the fifth and seventh floors of the right wing of the West Kowloon Center is very similar to that of niche shopping malls such as Mong Kok Center and Kwai Chung Plaza.

Most of the consignment stores are only looked after by one person, and the tenants are responsible for the replenishment and display of the cabinets. The business model of consignment stores is to have multiple cabinet shelves and on top, each cabinet (consignment) can be rented to different people, usually, in one store there are over 50 tenets. Although it is somewhat like a supermarket that gathers goods from different places, consignment stores still reserve a space for a cabinet for tenants to design by themselves, the participation of consignment stores staff is actually very low. Therefore, compared to supermarkets, it is better to say that consignment stores are the smaller version of niche shopping malls that contain many businesses in one small space.
